Dr. Dana Shuqom is the founder of the Global Development & Cooperation Institute (GDCI), a platform advancing sustainable development through the creative economy.
With over 20 years of international experience, she has led transformative initiatives in education, tourism, public policy, and socio-economic development across the Middle East and North America.
She holds a PhD in Political Science from McMaster University, where her dissertation on tourism policy as a tool of foreign policy was nominated for the Canadian Political Science Association’s 2025 Vincent Lemieux Award. A Chevening and Fulbright Scholar, Dr. Shuqom also earned an MSc in International Development from the University of Bristol and an MA in International Studies from the University of Miami, and a Bachelor of Business Administration from the American University of Beirut.
Her expertise spans educational leadership, capacity building, communications, event management and institutional development. As Country Director of AMIDEAST Jordan, she led national education, training, and workforce development programs that impacted thousands of learners annually. She has trained professionals across four continents and consulted for high-level clients including the Jordanian Royal Court, the World Bank, USAID, and the IMF.
Through the Global Development & Cooperation Institute (GDCI), Dr. Shuqom brings together global experts to provide consulting, research, project design, training, and event management services.
Her work is rooted in building partnerships, strengthening human capital, and promoting inclusive and sustainable approaches that are responsive to local needs and informed by international best practices.
Dr. Shuqom supports organizations in designing, implementing, facilitating and evaluating socio-economic development initiatives, community engagement strategies, and corporate social responsibility (CSR) frameworks.
§ Worked across key development sectors, including education, youth empowerment, women’s economic inclusion, entrepreneurship, and refugee and migration policy, and institutional capacity building. This cross-sector experience spans 15+ years of leadership and project management in the development sector, and reflects a commitment to inclusive, sustainable, and locally grounded development.
§ Experienced in building partnerships and facilitating stakeholder engagement between public institutions, private sector actors, international donors, and nonprofit organizations. Dana has led collaboration strategies that align diverse interests, foster innovation, and drive joint solutions—capabilities essential to strengthening a multi-sectoral development model.
§ Led high-impact development programs and strategies through roles such as Country Director at AMIDEAST Jordan, Executive Director at the Business & Professional Women’s Association, and Manager at the Al-Aman Fund for the Future of Orphans. These roles involved overseeing national operations, launching workforce and entrepreneurship programs, and managing relationships, budgets, operations, facilities and staff.
§ Governance and advisory roles—such as with Community Development Halton and the Young Entrepreneurs Association— she has supported policy development, inclusion, and data-based decision making in development.
Her work in training and educational development is grounded in national economic and human development priorities, with a focus on enhancing human capital, advancing public-private collaboration, and promoting inclusive socio-economic growth.
§ Designed and delivered professional training and academic instruction in proposal writing, program design, policy analysis, and management in Canada, the U.S., Jordan and Ecuador.
§ Experienced in delivering and advising on programs in critical growth areas such as tourism development, gender-based analysis, public-private partnerships, project management, impact evaluation, and results-based planning.
§ As Country Director at AMIDEAST Jordan, Dr. Shuqom oversaw a multi-million-dollar operation serving over 2,000 learners annually across language learning, testing, professional training, scholarships, and entrepreneurship. she led the design and implementation of workforce development programs in partnership with ministries, donors, and private sector actors—developing content, sourcing trainers, and aligning delivery with national needs.
§ She is well-positioned to support clients in designing and managing training initiatives by connecting the organization with top-tier training providers, sourcing specialized instructors, and aligning offerings with regional development priorities, including innovation, digital transformation, tourism, and green growth.
§ Strong cross-cultural and institutional experience, including engagement with multiple K-12 (IB, IGCSE, Jordanian national curriculum) and higher education systems (Canada, USA, UK, Lebanon and Jordan) and academic governance roles at McMaster University, Princess Sumaya University for Technology, and the International Studies Association.
She supports relevant authorities in designing integrated tourism strategies that boost economic diversification, community engagement, and international visibility. Drawing on my academic and professional expertise, I craft place-based tourism initiatives—from policy to events—that attract investment, foster public-private collaboration, and elevate
global standing.
§ Developed and led strategic tourism communications through her role as Communications Officer at the Jordan Tourism Board (JTB) and as lead consultant at SOLUTIONS Advertising & Event Management, serving both JTB and the Aqaba Special Economic Zone Authority (ASEZA).
§ Planned and executed international tourism events: her role included full-cycle event planning, stakeholder and sponsor coordination, logistics, media engagement, and volunteer management — contributing to positioning my client destination as a vibrant, event-based destination.
§ Professionally and academically trained in tourism policy and development, with certifications from The George Washington University in Tourism Destination Management & Marketing and Event Management & Marketing. Her PhD research explored Saudi Arabia’s use of tourism policy [with its different components like events, World Expo, legislation changes, and marketing] as a tool of foreign policy.

The Jordan Economic Forum (JEF) held a panel discussion featuring Dana Said Shuqom, which was attended by JEF President Mazen Homoud, former foreign ministers of Jordan, current and former ambassadors, members of the Senate, economic experts, tourism professionals, and JEF members.
